Establishing Technical Specification System of Land and Resources

According to the definition of technical specification by ISO and WTO and the relationship between technical specification and laws and regulations, in fact technical specification is a peremptory technical document, it has the characters both of technology and laws. The technical specification of land and resources is not popular in China and there is not inner link between various specifications. Therefore technical specification system should be built up, standardization work of land and resources and establishment of standard evaluation system should be strengthened. The technical specification system of land and resources ought to include land resources, geology and mineral resources, environmental protection etc. Pay more attention to standardizing and restraining conditions of technical specification and to harmonizing relations between competent authorities of technical specification and technical standards and to increasing the opening, transparency, science, rational of formulating standards and improving its procedure etc.
