Planning Technical Standard System Based on Factors and Procedure Control

Abstract

The current urban-rural planning technical standard system can not meet the requirements of City and Country Planning Law of the People's Republic of China and WTO.It is also constrained by obscure structure and insufficient covering problems.It is considered that it is of great necessity to restructure the planning technical standard system and establish a new system to fill the blank of comprehensive standard based on construction industrial technical standard system and the current urban-rural planning technical standard system.It is also important to realize the coordination between technical standards and laws based on universal standard of factor control and special standard system based on procedure control.
