The cultural environment in university library and is an important part of its construction.Also,it plays a very important role in undergraduates education and campus culture construction.In this paper explores and reveals the theories and methods of the modern university library to carry out the construction of cultural environment taking the practice by the new library in Jiangsu Teachers University of Technology as an example.
