The social function and humanistic value of science and technology is enslaved by the political and cultural conditions of the development of society; such as it is snuffed out by power value outlook; its open spirit is seriously choked by cultural isolationism; its spirit is destroyed by the value direction of the instrumentalism . In order to promote the development of science and technology of China in the 21st century, it is necessary: to establish scientific cultural value theory, set up the cultural value direction in upholding science and loving the truth; strengthen scientific and technological consciousness; adhere to the value principle that before science everyone is equal; cultivate innovation people of ability; build up the value coordinate in favor of man's overall development.
