On the county-level early meteo-warning of the sudden rain-storm geo-hazards—a case study of Xinping County,Yunnan

Abstract
The paper is aimed to introducing the research work on establishing a county-level meteorological early-warning system so as to enhance the efficiency in prevention and relief of the sudden rain-storm geo-hazards.As a matter of fact,China is often reported to suffer three-level meteorological geo-hazards,i.e.the national level,provincial as well as the county level.While the national-level and provincial-level hazards are non-localized and therefore used to be hard to predict and give warning,those of county level seem to be possible to be forecast and then warning to be issued locally.It is just for this reason that this paper is inclined to study the possibility to improve such early-warning system by taking Xinping County,Yunnan,as a base.Analyzing the characteristics of the sudden rain-storm geo-hazards and their relation with the geo-hazards in the county,the paper has put forward the principle of compartmentalization and the corresponding warning approaches,which tend to be done by dividing the area under question into 5 early warning zones.All the corresponding factors of geo-hazards,such as geographical,geological,climatic,rainfall as well as human engineering activities,can be integrated together and organized to be put on a research platform known as MapGIS with a set of critical formula.With the formula given,this paper has established an exponential system of 24-hours rain-storm forecast with 5 grades and 3 types of early-warning.Based on the above results,the system was put into use in the mountainous areas with complicated geo-environmental conditions.In spite of the multiplied changes of elevation and rain-storm types,the system has succeeded in making control skillfully done on the ground and is now able to greatly improve the accuracy of such geo-hazard warning.
