A Study of Agricultural Cooperation between Heilongjiang Provincial Reclamation Areas and Russian Far East

With the unique geographic advantage and a noticeable superiority in technology and human resources,the Heilongjiang reclamation areas have seen a steady year-by-year development of agricultural cooperation with Russian Far East.At the same time,there are still some constraints on further development of the bilateral cooperation.To elevate the cooperation level,it is essential for Heilongjiang reclamation areas to establish a sound fund-input and motivating mechanism,to strengthen a stuff training work,to make a long-term development program,to work out a perfect bilateral consultative system so as to realize a strategic upgrade of agricultural cooperation with Russia.
