Consideration on important issues of the Yangtze river

At present,the important tasks of harnessing and developing the Yangtze river are as follows:① Strengthening the construction of flood system.Through construction,flood ability of the middle and lower stretches of the Yangtze river has been upgraded greatly as a whole.But before completion of TGP,the flood ability for the middle and lower stretches of the Yangtze river is still weak,the construction of flood system should be strengthened.Meanwhile,attention should be paid to the establishment and operation of non-structural flood measures.② Speeding up the development and utilization of water resources.The S-N water transfer project and the development of hydraulic power resources in the Yangtze valley are 2 important works in water resources development.③ Further strengthening soil-water conservation in upstream area of the Yangtze.Sediment observation,analysis on the evolution of river channel along middle-lower stretches and research on complicated and variable river-lake relations should be strengthened,the comprehensive harnessing and development of the Yangtze river mouth should be enlarged,so as to scientifically improve and promote the harnessing of the whole valley.④ Strengthening water resources protection.Insisting on the urban water resources strategy of giving priority to water saving on the basis of pollution control and comprehensive strategy with controlling pollution sources as the principal thing.⑤ Insisting on the reform of organization system and operating mechanism,renovation of scientific technology,to promote the harnessing and development of the Yangtze river.
