Abstract
Recent years,Russian economy increased rapidly and recovered obviously.The opportunity will contribute to the rejuvenation of north-east old industry.This area should seize the opportunity,take use of its advantage,and determine the key strategy so as to make it center in industry chain and base of trade to Russia.The strategy aims to rejuvenate economy of this area.
