To remarkably enhance social constructionwas proposed as one of the five major targets for economic and social development inthe 12th Five-Year Planby the Fifth Plenary Session of the 17th CPC Central Committee.Under new situation,the urgent requirement of our country to achieve a harmonious society is to strengthen social construction,while innovating social management is the key to promote social construction.Based on an in-depth understanding of innovating social management,we should understand and recognize new problems and challenges facing our government in the innovation of social management.At present,the government's social management capacity cannot meet the need for the change in economic structure and social work,the needs of the people and the challenges of the Internet public opinion,which have proved necessary to innovate social management.It is of great significance to put forward some measures and suggestions accordingly so as to construct socialist management system with Chinese characteristics and to promote a harmonious society.
