The protection and construction of grassland has an important function in sustainable development of the economy and society. The damage of grassland in China is very serious and the grassland ecological environment is deteriorating day by day. The implementation of basic grassland protection is required. In order to realize the sustainable utilisation of the grassland resource and the healthy development of the grassland industry, it is suggested that a system to bring into equilibrium pasture and livestock and adjustment to the economic structure of pastoral areas be put into action, and that the input of funds into grassland construction be increased.
