The current situation and problems in Hulunbeier grassland utilization were discussed and development strategy for grassland ecological protection and construction were presented in this paper The authors indicated that double rights and one system should be put into effect, managing grassland according to law More attention should be paid to artificial grassland construction and degraded natural grassland harness, forage seed engineering strengthen, and stalk husbandry development to solve the problems between grass and animal, protect grassland ecosystem, enhance economic, ecological and social benefit, eventually achieve husbandry sustainable development
