Abstract

In the 1970s,the higher education in Japan developed at an extraordinary speed and realized the goal of mass higher education.At the same time,however,it has resulted in a serious decline in the quality of higher education,which calls for an urgent need for a reform in higher education.This article discusses the historical background,the objectives and content of the third educational reform in Japan.It also analyses the process and key steps of the reform,which is a referential experience for the higher educational reform in our country.
