Abstract

The development of modern Chinese law starts under the impact of western legal cultures and its conflict with traditional Chinese legal culture.The challenge of western culture failed to end the resistance of Qing government in the 19th century.It was not until the 20th century when the ultimate change arose in government policy to western legal cultures.The new legal principle,legislative concepts,and the judicial system in late Qing Dynasty initially laid the foundation for modern legal system of China.However,due to historical reasons,the late Qing government's policy to western legal cultures limited the modernization of Chinese legal system,and delayed the development of Chinese legal system.
