On the Problems of Departmental Budgets in China and the Countermeasure Proposals

Since 2000,the reform in departmental budget has got implemented in China,and the good achievements have obtained by now.But a lot of problems have arisen due to the short implement time and low level of the practice.In order to bring our budget management level in line with the international norm and meet the need of market economy maintained by high-level government administrative service,our government should learn experience from international practice and apply it according to our own national conditions so as to perfect the actual departmental budget system.
