Departmental Budget Reform:Problems and Countermeasures

Well-known achievements have been made in departmental budget reform in recent years in Chi- na.But there are such problems as improper time and method of budget making,confused budget management, bad-matched reform of budget classification and imperfect budget laws.To solve these problems,we should deep- en reforms in the procedure,timing,method of budget making and practice standard budget cycle.
