Abstract
The concept of harmonious society was proposed in the Fourth Plenery Session of the 16th National Comitte of C.P.C.Harmonious society means a benign situation of every social body and principal part in harmonious,ordered and communal development.Constructing harmonious society is based on the core of law,behares in its equality,faith and efficency,balanced in its system and profit.Democracy plays an important role in constructing harmonious society as the basis of democratic society.
