Research on Flood Hazard Mitigation and Regional Construction in Dongting Lake Region

Comprehensive harnessing of hydrologic environment of Dongting Lake area is a basic prerequisite of economic development in large scale. Water and silt coming from Yangtze River and Xiangjiang River, Zishui River, Yuanshui River and Lishui River are key factors which lead to flood hazards of the lake area. The paper puts forward some proposals about improving the relationships between the rivers and the lake, between the lake and protective embankments in lakeside areas, between stroing floodwater and sluicing flood water, between scouring and depositng. We should have the view of considering our country and Hunan Province as a whole. When planning to construct the lake, we must keep in mind both the part benefit of the lake area and the whole benefit of our country and province. To establish round Dongting Lake economic circle would have important significance in speeding up the lake areas and even Hunan Provinces economic and social development.
