It analyzes the environment factors of China's interprovincial region innovation efficiency by using the DEA-Tobit two-step method. Empirical test result shows there's a distinct positive correlation between the educational level of workers and the region innovation efficiency,while a distinct negative correlation between the level of entrepreneurship and the region innovation efficiency. It is possibly the result of China's poor region entrepreneurial environment. Further analysis demonstrates that the influence of the educational level of workers on the region innovation efficiency mainly rely on the proportion of the educational investment to GDP,but not the average level of education. The distinct negative influence of the level of entrepreneurship on the region innovation efficiency is mainly related with the increase of private technological enterprises,while the high and new technology enterprises' influence is not remarkable. The conclusion provides policy enlightenment for China's regional innovation engineering construction.
