A Study about the Negative Impact of Regional Innovation Environment to Innovation Efficiency——Based on the Panel Data from 12 Provinces in China

Abstract
The regional innovation environment,which has double effect to innovation efficiency,is the background of regional innovation activities.Current theories and models can't efficiently measure and explain the negative impact of regional innovation environment to innovation efficiency.Based on the regional innovation environment theories and the innovation efficiency theories,the paper analyzed the negative factors of regional innovation environment using panel data model.The results showed that both violations and too much weight of public ownershiped company will harm innovation efficiency,and the negative impact of the former is greater than the later.The influence of the gap within the region to the innovation efficiency will be different with the change of regional economy.
