Abstract

Governance by law means that the ruling party must exercise its authority within the realm of constitution and law,and realize the legalization of governance.The communist Party of China must form a series of modes and habits to exercise its authority according to the constitution,the laws and the Party's disciplines,to strengthen the democratic construction and improve the democratic system within the party,and to gradually realize the institutionalization of its governance.
