Abstract
The new rural cooperative medical system,referred to as the NCMS,is the farmer medical reform security system,which is organized by the government,and participated by farmers,it is also the first time for our government to invested a large amount of money to solve the rural population basic medical security problem,it is a benefit policy which has grown up quickly under the background ofThe new medical reform. Begin from 2003 up to now,it has made a great contribution to solve farmers' basic medical and health issues. After more than 8 years,the NCMS has now become matured,but there are still some problems of its system and development to be solved,this article will discuss the existing problems of the developing NCMS,and give some advice to these problems.
