Abstract

The middle ranked cadres are a very important part of the administrative staff in colleges and universities. They play an important role in co7nnecting the top leading bodies and the grass-root units. Their quality and ability directly influence the quality of teaching work and the success in scientific research. Taking into consideration the actual situation in institutions of higher education in China, this paper discusses the qualities and abilities required of the middle ranked cadres.
