Abstract
The principle of administrative legality is a basic and the most important principle in the administration law. The establishment of this principle is the result of implementation of Chinese institution and the construction of democracy and law system in our country. The main content of the principle includes the administrative body and its rights entrusted by law, administration activity must obey the law, any administration activity against the law is invalid, the administrative body must take responsibility for its activity, and the administration must be monitored. The principle applies in both concrete and abstract administration activity, both in administrative ruling and administrative legislating. It is a law principle for both administrative subject and administrative procedure.
