On Effect of the Administrative Rule byLaw Checking the Administrative Corruption

The administrative rule by law is a state that the administrative acts are subject to the law that is independent of the administrative organs. The basic contents of the administrative rule by law are: 1. the law is supreme; 2. the law must be in conformity with the standard; 3. the administrative acts must receive effective and adequate legal control. To check effectively the administrative corruption, we must practise the administrative rule by law: 1. to perfect the administrative laws and regulations; 2. to improve the administrative system; 3. to strengthen the supervisory system of the administrative act.
