Abstract

Sun Yat-sen's pondering about founding of United Government experienced a meandering metabolic course that could be seen from his public utterances. Although his ever-changing thoughts were derived from the dramatic changing political situation, centralization unitary system had always been the most optimum national-building strategy. However, since centralization was not equal to despotic, Sun 's local self-government ideology didn't contradict the conception of building centralization unitary system country by force.In addition, it was the civil rights ideal persistently upholding by Sun that distinguished force-unified of Sun Yat-sen from that of Anhui and Zhili warlord.
