Abstract

The NIMBY phenomenon has gradually become the new normal issue in urbanization and city construction. Municipal facilities planning are closely related to the citizens,but the decisions are easily opposed by local residents. NIMBY action is the result of rational choice as municipal facilities planning decision-making lacks of public participation. After analyzing the effectiveness of current public participation in urban planning,community stakeholders take collective action and local participation in earlier process of municipal facilities planning decision-making are promoted to reduce NIMBY conflicts.
