Abstract
With the coming of knowledge economy era, small and medium-sized scientific and technological enterprises in colleges and universities develop rapidly. The financing problem needs to be solved and financing strategy and optimization need to be made. When social risk investment becomes the important financing method and channel, the influence of financing policy on development of the small and medium-sized scientific and technological enterprises is obvious.
