The Establishment and Application of the Mode of Daily Surveillance and Monthly Report of Communicable Diseases in a Theater of Operations

Abstract

Objective This study was conducted to promote the accuracy and promptness of epidemic situation report in troops in order for the departments of health decision-making and disease control to know the dynamics of infectious diseases more rapidly and accurately, contributing to quick and effective prevention and control of infectious diseases. Methods The software for the surveillance and management system of infectious diseases were developed based on the case report and health information management system of infectious diseases in troops and relying on the multiple subsystems of daily self-motion collection in the health information, remote transfer report, institutional summarization and issuance on the website. The daily report of epidemic situation of infections diseases was established at all levels of public health facilities to have the new patient information submitted in time in all the hospitals of the whole military district. The reported data from all hospitals were statistically analyzed monthly to calculate the quantity, the variety of diseases and changes of infectious diseases, and good advice was raised for the high risk unit. High-risk infectious diseases were warned based on the seasonal distribution and the epidemic trend. The monthly report of infectious diseases was written about soldiers of the whole military district and sent to the different health departments, higher institutions and neighboring units. Results It was seen that the hiding epidemic situation, delayed report and missing report were effectively controlled. And the epidemic situation of measles, epidemic hemorrhagic fever, bacillary dysentery and tuberculosis, and others were forecasted to troops on many occasions. For the units of high risk, The intervention and management of infectious diseases were enforced on the spot. The system was popularized in the whole military district for the report of infectious diseases. Conclusion The mode plays an active role in obtaining the epidemic situation in time and accurately, coping with sudden public health events and guaranteeing fighting spirit of the troops, producing a significant military benefits.
