Abstract
The implement of popularization of higher education is a certain way to accelerate the education equality.But if people considered education equality from a comparative angle,they will wake up to that it is necessary to develop an amount of elite education in the process.And only if both of them developing harmoniously,the education development will come true.This paper also discussed the state of elite education in the process of popularization of higher education,and explored some measures for the harmonious development of both elite education and popular education.
