On Alliance Strategy in Development of Higher Education

Alliance strategy is an important innovation in development of higher education,but there are various problems such as the ability of strategic plan is limited,the methods of implement are simplex,orientation of alliance strategy is inaccurate,the basic platform of alliance is absent,the operation of systemic functions is neglected,and so on.Circumstance around alliance should be identified to guarantee the success of innovation of alliance strategy and to accelerate scientific development of higher education.Then,on the base,the strategic ability of actors in alliance strategy should be improved to construct complex alliance,affecting elements of alliance strategy should be analyzed systemically to construct flexible alliance,communcation should be reinforced to construct platform shared by alliance,the development gaps in alliance should be reduced to optimize systemic functions of alliance.
