Changes of Public Administration Model in the Transformation Period——from controlled administration to service administration

Social changes aroused by the transformation from planned economy to market-oriented economy have a deep impact upon the value,rule and function-performing mode of public administration.In the global view,the change of public administration,as well as the essence of scientific outlook on development,requires the shift from controlled administration to service one,i.e.to transform value of administration,expand administrative organs and optimize management methods.While controlled administration provides the platform for service administration in system and organization,we should prevent the rights of the masses from the violation of administration,and the occurrence of governmental abandoning its responsibility,such phenomenon alienating from building a service administration.
