The process of public administration: from efficiency to service

Abstract

The aim of public administration is transforming efficiency administration into service administration. This can be confirmed by the historical development of public administration. The efficiency administration may be rational under some conditions of history, but accompanying the change of historical condition, the efficiency administration couldn′t satisfy the need of the development of society. Therefore, the efficiency aim of public administration has been doubted. A new aim pattern of public administration, that is, the service administration has been accepted widely.
