Abstract

Essentials of Chinese Educational Reform and Development puts forward the goal for establishing the management system of higher education to meet the needs of Chinese socialist market and economy in the new historical condition. In the process of carrying out the goal, we should reflect the requirement of development of the times, and should consider as well some issues concerning the disequilibria of economic and educational development in some areas of China. Therefore, it's necessary to implement the management mode of higher education with dual track system at the present stage.
