FROM STRATEGIC PLANNING TO IMMEDIATE CONSTRUCTION PLANNING

The motivation to modify the urban master plan was arisen from the shifting of central-local government relationship as well as the globalization and competition between cities. As a result, strategic plan was employed by the local government to promote a planning reform from the grass root. Nevertheless, there are obvious advantages and disadvantages of this plan, therefore it cannot take the legal place of master plan. On the other hand, the immediate construction planning encouraged by the central government proved an alternative for planning reform. This paper analyses the immediate construction planning, particularly its background, target, contents and the possible role within the institutional framework. Immediate construction planning is emphasized as an agreement abide by central, local government agencies and the public, and it is estimated possibly a breakthrough for the reform of master planning, contributing more in development control over urban construction.
