New Argument About "Preparing for Setup of Constitution" in the Late Qing Dynasty

Constitutional movement in the late Qing Dynasty marked the beginning of Chinese modern history of constitution set up. Many people, however, can not look at it fairly and justly, which stood in the way of the further research in this area. This paper, based on the reforms and effects of the late Qing Dynasty constitution, comments on its historic status and role.
