Abstract
The theory of people is a major component of the trend of thought in late Qing Dynasty political reforms. In the late Qing Dynasty, there were numerous changes taking place which had a significant impact on the political development of China. The theory of people in the Qing Dynasty includes the discussion of the status and the rights of people and so on. Thinkers in late Qing Dynasty began to discuss the importance, position and rights of the people which were different from the traditional theory. But most of the thinkers held a pessimistic attitude towards whether to grant full rights to the people and improve the status of ordinary people.
