On a Forewarning Management System for Civil Aviation Airport Disasters in China

Abstract
As an important part of a civil aviation system, a civil aviation airport provides the basic conditions for civil aviation safety. However, there exist a lot of problems and weak links in safety management of China's civil aviation airports, so the civil aviation safety is threatened. On the basis of questionnaire investigation statistics, the working contents of civil aviation forewarning management are described and therefore indexes of the forewarning management system are determined. According to the present organizational structure and function distribution of the civil aviation airport, reconstruction of the organizational structure is discussed, aiming to implement civil aviation management. Monitoring, discerning, diagnosing and controlling are are methods which are emphasized to assure civil aviation safety, reduce the accident possibility and avoid aviation disasters.
