Application of Administrative Idea of "People First" to the Management of Teaching Personnel in Universities and Colleges

Being thought over dialectically the system of competition and stimulation with the modern administrative idea of poople first,two principles were put forward in the paper,which should be hold in the construction of modern teaching personnel management: one was to satisfy followed by management;and the other was to construct a system of assure-crisis-assure to suffice teaching personnel construction.The paper also put forward creatically a new method of teaching personnel management which should combine with excessive quota management and training in turn.The method embodied the administrative idea of poople firs and fit the actualities and the teaching personnel construction in the future.
