Negative liberty and democracy

Abstract
Negative freedom and democracy are two concepts with contradictions: negative freedom will undermine the foundation of democracy while democracy will hinder the realization of negative liberty.Negative freedom and democracy also show consistency: the pursuit of negative liberty itself contains the seeds of democratization while democracy reflects its intrinsic value through negative liberty.Therefore,the actual operation should maintain the tension between the two,ensuring that negative liberty has its priorities and democracy has its autonomy.
