Abstract
This paper analyzes the importance of making urban public security planning in China after the SARS affair in 2003, which is followed by the introduction of the methods and contents of urban public security planning in a district in Beijing. It is hoped that in the new detailed rules for the making of general urban planning by Housing and Urban and Rural Construction Department, the comprehensive issue of preventing and reducing disaster should be promote to urban public security, and the main contents, planning rules and detailed making requirements should be clearly stated.
