Technology innovation and system innovation are two component parts of innovation system,their functions and positions are different in different time,in different place and in different stage.Technology innovation is the source and motive force of system innovation,system innovation is the necessary preparation of technology innovation.System innovation exists as the strut circumstances of technology innovation.
