Reconstructing administrative review as the mandatory pre-procedure

In order to rationalize the relationship between administrative review and administrative litigation and to make administrative litigation easier to run,China's should streamline the relationship between administrative review and administrative litigation in the legislation.The relationship between administrative review and administrative litigation should be in line with China's traditional cultural basis,the social function of the executive power,rights and interests of people,and the need to improve the court's efficiency.The use of administrative review as the mandatory pre-procedure for administrative litigation has far more advantages than the disadvantages.It can rationalize different systems and make their respective functions to maximization.
