Abstract

To strengthen the Party's competence as the ruling party is an important and urgent task. In the current new situation, building of the Party's competence in governance is a systematic project that involves five basic capabilities. In order to achieve the desired goal, this project must be closely combined with other aspects of Party building, such as the building of ideology, organization, style and institutions. Meanwhile, the Party should also explore vigorously the basic patterns of governance as the ruling party.
