Agricultural Insurance:Development,Enlightenment and Thinking

After dividing the developing stages of agricultural insurance since the founding of the PRC,this paper systematically sums up the enlightenment from the development of agriculture insurance: government intervention and policy instability are the main reason for causing a big fluctuation during the development of agricultural insurance;government's absence is the only reason for agricultural insurance shrinking during 1993-2003.There is no direct relationship between the developing scale of agricultural insurance and the degree of disaster;whether agricultural insurance can be developed or not isn't based on the model and method of management but on the performance of political agriculture insurance.In the end,the paper points out that under the new situation of agricultural insurance in China,several aspects should be innovated and developed to accelerate the development of agriculture insurance,such as the fitness of commercial business and political business of agricultural insurance,the responsibility definition between local government and central government,the improvement of laws and regulations in agricultural insurance system.
