Innovation of State-owned Forest Management from Perspective of China's State-owned Forest Resources

China is in a period of social transition.The protection and development of state-owned forest resources and the socio-economic progress of state-owned forest areas are facing important opportunities as well as challenges.Social transition promotes institutional change,and consequently leads to the innovation of state-owned forest management.The major issues of innovation of state-owned forest management are accurate and clear understanding of three questions,i.e.what is state-owned forest? Who should manage the state-owned forests? How to manage the state-owned forests? Efforts should be made to develop and improve state-owned forest management legislation.Bottleneck problems of state-owned forest management should be solved,and new environment should be created for state-owned forest management to provide better service for national economic and social development.
