Abstract
The ecological civilization is a civilization pattern whose development is sustainable and whose core value stresses the spirit.The ecological civilization construction refers to all practices which aim to reach the ecological civilization time in a country or a region and whose value is embodied by activities.So the discussion about the differences of their respective subject,object and operation tools helps to better understand their positions and functions in the progress of the new ecological civilization time.
