Abstract
The shaping of risk society drives the criminal law into double orbit of development created by the structure of both traditional and risk society.The criminal law takes on a new look in risk society which is quite different from that in the past.Criminal policy becomes standardized,criminal law is oriented as safe criminal law and norms of criminal law are regarded as behavioral norms.
