Abstract
In order to quantify the sustainable development ability of state-owned forest regions in Heilongjiang Province,northeast China,this study set the basic principles for the establishment of the sustainable development indicator system.Firstly,we established the multi-level structure of the system according to the theory of the compound system of society-economy-resources-environment.Secondly,we established the sustainable development indicator system including three levels,4 systems and 13 indicators for the state-owned forest regions in Heilongjiang Province.The 36 forestry bureaus were classified,according to the comprehensive evaluation index,into three categories: unsustainable,basically sustainable and sustainable.Ten forestry bureaus belong to sustainable development,9 un-sustainable development and 17 sustainable development.
