Definitions and Considerations of Disabled Education and Special Education

The disabled education and the special education are two different concepts.Not all the disabled require special education,their main way of education is general education; the object of special education is not limited to the disabled,its development trend is geared to the children who have special education needs.Through promoting the inclusive education and formulating special laws and regulations,many countries in the world try to safeguard and promote the development of education for the disabled and special education.The authors give some suggestions on the development of disabled education and special education in China: guaranteeing the right to education and respecting the option of the disabled; creating a fair education environment for the disabled; building an open operation system of special education.
