The Exploration on the Common Responsibility Mechanism of Cultivated Land Protection

It is necessary to establish a common responsibility of cultivated land protection mechanism,in order to effectively protect the existing cultivated land.After carding and summing up all sorts of policies and documents from central and local governments,this article defines the connotation of the common responsibility of cultivated land protection,and puts forward many problems in building the common responsibility,such as the outstanding phenomenon of illegal appropriation of farmland,lack of a common responsibility on the cultivated land protection for involved departments,less comprehensive appraisal content of responsibility of cultivated land protection and etc.We need establish all levels the responsibility mechanism of protection of farmland according to party committees,define the division of involved departments responsibilities,actualize farmers' compensation mechanism on cultivated land protection,improve the appraisal system of cultivated land protection content,perfect the accountability and so on.
